About The Role

The Organisational Performance Officer will contribute to best practise organisational planning, reporting and performance and build organisational capacity to understand, engage in and deliver on the strategic directions of Council. The position will work across the organisation to develop new reporting frameworks and systems as a key contribution to the organisation's strategy and business planning to ensure alignment with the Golden Plains Community Vision 2040 and Council Plan 2021-2025.

Day to Day you will:
  • Undertake and support the development and implementation of the Council Plan and Community Vision. in accordance with the requirements of Local Government Act 1989;
  • Develop a holistic framework which integrates longer term organisational planning with annual departmental business planning, budgets, Council strategies and other cross organisational processes;
  • Working across the organisation with senior staff and subject matter experts to develop and inform regular reporting to the Executive and Council that is sustainable and deliverable by Department Managers;
  • Contribute to Performance reporting against the current 2017-2021 Council Plan and development of the next Plan, including the Local Government Performance Reporting Framework and organisational KPI’s;
  • Contribute to the development, implementation and review of a variety of organisational strategies and activities focussed on improving business/service performance. This may include, but is not limited to performance planning, change management, continuous improvement and innovation and facilitating employee engagement and commitment to achieving corporate goals.
This is a full time fixed term contract role until September 2021. Salary for this position will be based on either Band 6 or Band 7 of the Golden Plains Shire Council Enterprise Agreement No 8, 2017, depending on skills and experience as outlined in the attached

About You

You will possess
  • Applied understanding of, and experience in, strategic business planning and performance reporting processes and policy development;
  • Understanding of the economic, political and social issues relating to the Local Government environment;
  • Basic knowledge of the current Local Government Act and regulations in relation to Council Planning and reporting requirements;
  • Knowledge and familiarity of principles and practices of budgeting and accounting/financial procedures.
